DHML in Brief

Defence Health Maintenance Limited (DHML) is a corporate entity owned by the ministry of defense and the Nigerian Armed Forces as a Health Maintenance Organisation (HMO). 

It was established in response to the challenges of providing access to quality health care services for all eligible military personnel (serving and retired) and their families.

To become a Leader in the Health Maintenance Organisation Business and Act as the Bench Mark for the Country.

Mission

To promote an efficient, effective and comprehensive free health care services to the officers and men of the Armed forces (serving and retired) and their Families.

Objective

To ensure that all enrollees get comprehensive, high quality healthcare through regular disbursement of funds and materials to the Health Care providers and monitoring the standards of health care delivery regularly.

Surgeon Rear Admiral Lawan Modu Adams (Rtd) is a distinguished military medical professional, consultant general surgeon, strategic healthcare administrator and former Director of Medical Services of the Nigerian Navy and Defence Headquarters. Over a distinguished career spanning more than three decades in military medicine, he made significant contributions to clinical surgery, military healthcare administration, operational medical support and international peacekeeping medical services.

Born on 27 August 1960 in Chibok, Borno State, Surgeon Rear Admiral Adams began his educational journey at Benisheikh Primary School in Kaga Local Government Area before proceeding to Gwange (I) Primary School, Maiduguri. He later attended Yerwa Government Secondary School, Maiduguri, where he completed his secondary education. His passion for medicine led him to the School of Basic Studies, Ahmadu Bello University, Zaria, after which he gained admission into the Faculty of Medicine of the same institution, graduating with the Bachelor of Medicine, Bachelor of Surgery (MBBS) degree in 1983.

Following the successful completion of his internship at the Specialist Hospital, Maiduguri, and his National Youth Service as a Medical Officer at the Nigerian Naval College, Onne, he was enlisted into the Nigerian Navy in 1985. He subsequently underwent pre-commissioning military training at the Nigerian Naval College, Onne, Port Harcourt, where he was commissioned as a Surgeon Lieutenant. His professional military education also included the Junior Staff Course at the Armed Forces Command and Staff College, Jaji, Kaduna State, further strengthening his leadership and operational capabilities.

Driven by an unwavering commitment to professional excellence, Surgeon Rear Admiral Adams pursued specialist postgraduate training in General Surgery at the Ahmadu Bello University Teaching Hospital, Zaria, under the West African Postgraduate Medical College between 1991 and 1998. He earned the highly respected Fellowship of the West African College of Surgeons (FWACS), qualifying as a Consultant General Surgeon. His clinical expertise encompasses the diagnosis and surgical management of a broad spectrum of general surgical conditions, while his military medical career provided extensive experience in trauma care, operational medicine, emergency medical response and healthcare leadership.

Throughout his illustrious naval career, Surgeon Rear Admiral Adams served in numerous clinical, command and administrative capacities. His early appointments included service as Base Medical Officer on board Nigerian Navy Ship UMALOKUN and Nigerian Navy Ship OLOKUN, where he was responsible for delivering comprehensive healthcare services to naval personnel. Following his specialist qualification, he combined clinical practice with leadership responsibilities, serving as Visiting Consultant Surgeon at the Nigerian Navy Reference Hospital Ojo, while also occupying key operational medical appointments.

His administrative competence saw him appointed Medical Officer-in-Charge of the Defence Headquarters Medical Reception Station in Abuja, after which he served as Captain Medical Centre at the Naval Medical Centre, Onne. He also contributed significantly to medical training and capacity development as Command Medical Training Officer under the Naval Training Command while simultaneously providing specialist surgical services at the Nigerian Navy Reference Hospital, Ojo.


One of the defining features of his career was his outstanding contribution to international peace support operations. Surgeon Rear Admiral Adams served twice in the African Union–United Nations Mission in Darfur (UNAMID), Sudan. During these deployments, he first served as Deputy Commander and Surgeon of the Nigerian Level II Hospital before later returning as Commander and Surgeon of the same multinational medical facility and won UNAMID medals. In these demanding operational environments, he supervised multidisciplinary medical teams, delivered specialist surgical care under austere conditions and ensured the provision of quality healthcare services to peacekeepers and eligible civilian populations. His exemplary service reflected Nigeria's commitment to global peacekeeping and humanitarian assistance.


His leadership trajectory continued with appointments as Commander and Consultant Surgeon at the Nigerian Navy Hospital, Calabar, and later as Deputy Director, Clinical Services, Training and Research at the Naval Headquarters Annex, Lagos, where he played a strategic role in advancing clinical governance, professional training and healthcare policy within the Nigerian Navy.


As Commander and Chief Consultant Surgeon at the Nigerian Navy Hospital, Warri, he further strengthened specialist healthcare delivery, improved clinical services and mentored younger military medical officers. His exceptional leadership qualities culminated in his appointment as Director of Medical Services at the Defence Headquarters, where he coordinated medical support services across the Armed Forces of Nigeria. He subsequently served as Director of Medical Services at Naval Headquarters, the highest professional medical appointment within the Nigerian Navy, providing strategic leadership for policy formulation, operational medical readiness, healthcare infrastructure development and personnel welfare until his retirement from active service.

During his distinguished military career, Surgeon Rear Admiral Adams rose steadily through the ranks from Surgeon Lieutenant to Surgeon Rear Admiral, attaining the rank of Rear Admiral on 1 January 2016. His progression reflected a remarkable combination of professional competence, exemplary leadership, dedication to service and commitment to military medical excellence.

Beyond his military appointments, Surgeon Rear Admiral Adams has remained actively engaged in professional medical practice and institutional development through membership of several respected professional organisations. He is a member of the Nigerian Medical Association, the Medical and Dental Consultants Association of Nigeria and the West African College of Surgeons. He also served as Nigeria's Head National Delegate to the International Committee of Military Medicine, representing the country in international military medical cooperation and policy engagements.


His contributions to medical regulation and professional governance extended to service as a member of the Medical and Dental Council of Nigeria and as a member of the Defence Health Maintenance Limited (DHML) Technical Subcommittee, where he participated in strengthening healthcare quality assurance and policy implementation within the defence sector.

Surgeon Rear Admiral Adams is widely respected for his integrity, professionalism, disciplined leadership and unwavering commitment to improving military healthcare delivery. His career embodies a rare combination of clinical excellence, operational experience, strategic healthcare management and international peacekeeping service. He has mentored numerous military doctors and healthcare professionals while contributing significantly to the development of the Nigerian Armed Forces Medical Services.

Married with children, Surgeon Rear Admiral Lawan Modu Adams enjoys travelling and golfing. Following an accomplished career dedicated to national service, he remains a respected elder statesman in military medicine whose legacy continues to inspire younger generations of healthcare professionals, military officers and public sector leaders.
